하나원 탈북민이 맛보는 ‘자유의 첫 경험’은 스마트폰

For North Korean defectors at South's resettlement center, smartphones offer true taste of freedom

For some North Korean defectors, freedom begins upon arriving in South Korea. And for those at Hanawon, the government-run resettlement education center, it fits in the palm of their hand — a smartphone.

일부 탈북민에게 자유는 한국 땅에 도착하는 순간 시작된다. 정부 운영 정착지원 교육기관인 하나원에 머무는 이들에게 그 자유는 손안에 딱 들어온다. 바로 스마트폰이다.

“Being able to use my own smartphone at Hanawon really helped me adjust to life here and keep up with my studies,” a North Korean refugee in her 40s, who only provided her surname Go, told the Korea JoongAng Daily last week.

고씨 성을 쓰는 40대 탈북민 여성은 지난주 코리아중앙데일리에 “하나원에서 스마트폰을 사용하는 것이 생활과 학습에 큰 도움이 된다”고 말했다.

Go said she spends time online searching for health tips, preparing for her driver’s license test or simply satisfying her curiosity. Since January, defectors at Hanawon have been given their own smartphones to use freely.

고씨는 건강 관련 정보를 찾아보거나 운전면허 시험을 준비하는 한편, 단순한 궁금증을 해소하기 위해 온라인 검색을 하며 시간을 보낸다고 말했다. 올해 1월부터 하나원에 입소한 탈북민들에게 개인 스마트폰이 지급돼 자유롭게 사용할 수 있게 됐다.

Hanawon helps the refugees, or, as the Ministry of Unification prefers to call them, “North Korean-born citizens,” adjust to life in South Korea, covering both socioeconomic integration and the principles of a liberal democracy. The institution’s full name is Settlement Support Center for North Korean Refugees.

하나원은 탈북민들의 한국 사회 적응을 돕는 기관이다. 사회·경제적 통합은 물론 자유민주주의의 기본 원리에 대한 교육도 제공한다. 통일부는 이들을 탈북민 대신 북향민으로 부르기를 선호한다. 하나원의 정식 명칭은 북한이탈주민정착지원사무소다.

Hanawon introduced the smartphone initiative to help ease the anxiety and isolation often experienced by trainees.

하나원은 교육생들이 흔히 겪는 불안과 고립감을 완화하기 위해 스마트폰 활용 정책을 도입했다.

The move came after Unification Minister Chung Dong-young called for such efforts late last year, upon hearing from defectors that they wanted personal smartphones.

이번 조치는 지난해 말 정동영 통일부 장관이 탈북민들이 개인 스마트폰을 원한다는 의견을 듣고 관련 지원을 주문한 데 따른 것이다.

The measure was enthusiastically welcomed by trainees. Designated a high-security government facility and located in the secluded countryside with branches in Anseong, Gyeonggi, and Hwacheon, Gangwon, Hanawon limits excursions or visits by outsiders due to safety reasons, which can leave many facility residents feeling lonely in their spare time.

이 같은 조치는 교육생의 큰 호응을 얻었다. 정부의 고보안 시설인 하나원은 외진 지역인 경기도 안성과 강원도 화천에 여러 분원을 둔 형태로 운영되며, 안전상의 이유로 외출과 외부인 방문이 제한돼 입소자들이 여가 시간에 외로움을 느끼는 경우가 적지 않다.

Since the implementation, trainees have mainly used smartphones for internet browsing, watching videos or listening to music on YouTube, using messenger apps such as KakaoTalk and speaking on the phone with family members or acquaintances, according to the institution. Currently, some 50 trainees have been provided with smartphones.

시행 이후 교육생은 주로 스마트폰을 이용해 인터넷 검색을 하거나 유튜브로 동영상을 시청하고 음악을 듣는 한편, 카카오톡 등 메신저를 사용해 가족, 지인과 통화하는 데 활용하고 있다고 기관 측은 밝혔다. 현재까지 50여명의 교육생에게 스마트폰이 지급됐다.

“So far, there have been no issues, and we’ve mainly seen benefits overall,” Yoo Beom-gon, a government official at Hanawon’s education and training division, told the Korea JoongAng Daily. “The goal was to allow the trainees to learn about how to use the smartphone to access information in their everyday lives, and it has naturally progressed in that direction. It’s been rewarding.”

하나원 교육훈련과 유범곤 주무관은 코리아중앙데일리에 “현재까지 문제없고 장점이 더 많은 것 같다”고 말했다. 그는 “(교육생들이) 일상에서 모르는 거 있으면 (정보를 접근할 수 있도록) 핸드폰을 쓰게 하는 취지였는데 자연스럽게 그 방향으로 나아갔고 보람이 있다”고 덧붙였다.

The Ministry of Unification recognized the initiative as a success, naming the officials in charge, including Yoo, employees of the month for March and awarding them prize money.
