Providing North Korean athletes with Samsung Galaxy smartphones during the Paris 2024 Olympics could violate international sanctions on Pyongyang's nuclear and missile programs, the South Korean government said Thursday.

The International Olympic Committee (IOC) provided all athletes participating in the Paris Olympics with specially designed Galaxy Z Flip 6 smartphones from Samsung Electronics, Korea's largest producer of electronic devices and an official Olympic sponsor.

국제올림픽위원회(IOC)는 파리 올림픽에 참가한 선수 전원에게 국내 최대 전자 제품 제조사이자 올림픽 공식 후원사인 삼성전자가 특별 제작한 갤럭시Z플립6 스마트폰을 제공했다.

Citing the IOC, Radio Free Asia (RFA) reported Wednesday that the National Olympic Committee of North Korea collected the smartphones from the Samsung Olympic Experience Center in the athletes' village.

수요일(8월8일) 자유아시아방송(RFA)은 IOC 를 인용해 북한 국가올림픽위원회도 선수촌의 삼성 올림픽 체험관에서 스마트폰을 수령했다고 보도했다.

"UN Security Council (UNSC) Resolution 2397 prohibits the supply, sale, or transfer of any electronic devices to North Korea, so sanctions were possibly violated," an official from South Korea's Unification Ministry told reporters Thursday on condition of anonymity. Yet, the official added, "Ultimately, it is up to the IOC to address the issue."

익명을 요구한 통일부 관계자는 이날 기자들에게 "유엔 안전보장이사회 결의 2397호에 따라 산업용 기계류의 대북 공급, 판매, 이전을 금지하고 있다"면서 "스마트폰은 이에 해당하는 결의상의 금수품"이라고 말했다. 다만 당국자는 "최종적인 답은 IOC에서 해야 하는 상황"이라고 말했다.

Electronic devices like smartphones are classified as "dual-use" items, meaning they can be repurposed for military use. As such, their supply, sale, or transfer to North Korea is prohibited under UNSC Resolution 2397.

스마트폰 같은 전자기기는 군사용으로 전용될 수 있는 '이중 용도' 성격의 제품이라 유엔 안보리 대북 제재 결의 2397호에 따라 대북 공급•판매•이전이 금지돼 있다.

South Korea's Foreign Ministry echoed these concerns, clarifying that while North Korean athletes receiving smartphones in Paris itself does not violate resolutions, bringing them back to North Korea would.

외교부도 이런 우려를 표명했으나, 결의가 파리에서 북한 사람이 스마트폰을 받는 것을 막지는 않는다고 설명했다. 그러나 이들이 이를 갖고 북한으로 돌아가는 것은 위반일 수 있다.

During the PyeongChang Winter Olympics in 2018, the PyeongChang organizing committee, concerned about violating sanctions, offered Samsung smartphones to North Korean athletes on the condition that they "return them before leaving." North Korea refused to accept the phones under those conditions.

지난 2018년 평창 동계올림픽 당시 평창올림픽조직위는 제재 위반을 우려해 북한 선수들에게 삼성 스마트폰을 귀국 전 반납하라는 조건으로 제공하겠다고 했다. 북한은 이 조건을 거부해 스마트폰을 아예 수령하지 않았다.

Despite no changes to the sanctions regulations since then, it is speculated that Samsung smartphones were provided to the North Korean delegation without any conditions for the Paris Olympics.

그간 제재 규정이 달라지지 않았지만, 이번 파리 올림픽에선 아무런 단서 없이 북한 선수단에 삼성 스마트폰이 제공된 것으로 추정된다.

It remains unconfirmed whether the Samsung smartphones collected by the North Korean delegation were actually distributed to the athletes, as no sightings of North Korean athletes carrying Samsung smartphones have been reported.

다만 북한 대표팀이 선수단에게 나눠준 삼성 스마트폰을 수령했는지는 확인되지 않았다. 북한 선수들이 스마트폰을 들고 다니는 모습이 목격된 바는 없다.

"North Korea's National Olympic Committee, like other national Olympic committees, is not obligated to return the phones before leaving," the IOC told RFA. However, the IOC has not yet responded to inquiries about whether providing smartphones to the North Korean delegation violates sanctions.
