North Korea must be held accountable for DMZ mine provocation (KOR)

Kim Yo-jong, the director of the General Affairs Department of the Workers’ Party of Korea and sister of North Korean leader Kim Jong-un, on Tuesday dismissed the South Korean military’s finding that a mine explosion in the western demilitarized zone (DMZ) was caused by a North Korean mine as an “obvious self-staged farce.” She threatened “immediate and merciless” retaliation if South Korean troops respond with live fire to Pyongyang’s so-called border fortification activities. Kim even called the 2015 wooden-box mine incident a fabrication, despite the North having expressed regret afterward.

Kim’s statement, issued a day after the military announced its findings, deserves no credence. A North Korean military mine recovered at the scene constitutes physical evidence. The United Nations Command (UNC) said yesterday that its investigation determined an armistice violation had occurred and that it would address the violation through established mechanisms. The agreement prohibits hostile acts inside the DMZ, while crossing the military demarcation line (MDL) requires UNC authorization.

The South Korean military also demanded that North Korea immediately halt the “border fortification” ordered by leader Kim Jong-un since 2024, apologize for the incident and take responsible measures. These belated demands are appropriate.

The military did not specify what “responsible measures” should entail. Seoul should demand a pledge to prevent a recurrence and require Pyongyang to restore the area by removing mines it planted on the South Korean side of the DMZ. North Korea must be held accountable to the end. Even if Pyongyang does not respond immediately, such demands are essential to preventing future incidents and ensuring stable management of the DMZ.

North Korea is also repeatedly crossing the MDL along the eastern front, as Kim acknowledged in her statement, while installing triple-layer fences and laying mines. The military must respond more firmly to such activity than it has so far.

That would be consistent with the government’s position expressed by President Lee Jae Myung yesterday at the launch ceremony for a next-generation Aegis destroyer: Self-reliant defense is sovereignty. Above all, it means defending Korea’s territorial sovereignty by its own means.

The 2015 mine attack severely injured two South Korean soldiers and triggered a military standoff before Pyongyang expressed regret. That precedent makes it especially important that Seoul establish responsibility clearly this time rather than allow the latest incident to become another unresolved border provocation.

Maintaining peace in the DMZ requires restraint, but restraint cannot mean overlooking violations. A stable border depends on clear rules, credible enforcement and accountability when those rules are breached.

북한 지뢰 도발, 끝까지 책임 묻고 원상 회복 요구해야

김여정 북한 노동당 부장이 어제(9월 30일) 서부전선 비무장지대(DMZ)에서 발생한 지뢰 폭발사고가 북한이 매설한 지뢰에 의한 것이라는 군 당국 발표에 “명백한 자작극”이라고 부인했다. 그러면서 우리 군이 북한의 이른바 ‘국경선 요새화’ 움직임에 실사격 등 대응 조치를 할 경우 “즉시 가차 없는 보복을 가할 것”이라고 위협했다. 김 부장은 2015년 목함지뢰 사건 이후 북한이 유감 표명을 했음에도 당시 사건까지 자작극이라고 주장했다.

군 당국의 이번 사고 원인 발표 하루 만에 나온 김 부장의 담화는 일고의 가치도 없다. 사고 현장에서 수거된 북한군 지뢰는 명백한 물증이기 때문이다. 협정 관리 의무를 맡고 있는 유엔군사령부는 어제 이를 근거로 “조사 결과 정전협정 위반이 발생한 것으로 판단했으며, 확립된 정전협정 체계에 따라 조치할 것”이라는 입장문을 냈다. 정전협정은 DMZ 내 어떠한 적대 행위도 금지하고 있으며, 유엔사 허가 없이는 MDL을 통과할 수 없다.

이와 함께 군 당국도 2024년부터 김정은 국무위원장 지시로 진행돼 온 ‘국경선 요새화’의 즉시 중단, 이번 사고에 대한 북측의 사과와 책임 있는 조치를 촉구했다. 뒤늦었지만 이번 북한의 지뢰 도발에 대한 당연한 요구다. ‘책임 있는 조치’를 군은 언급하지 않았지만, 재발 방지 약속과 함께 DMZ 내 우리 측 지역에 매설한 지뢰를 스스로 제거하는 원상 회복 조치를 북한에 요구하고 끝까지 책임을 물어야 한다. 당장 북한이 호응하지 않더라도 향후 재발 방지와 안정적인 DMZ 관리를 위해서 반드시 필요하다.

지금 북한은 서부전선 외에 김 부장이 담화에서 언급한 대로 동부전선에서도 상습적으로 MDL을 침범하면서 3중 철책 설치와 지뢰 매설 등을 하고 있다. 이런 움직임에 군 당국은 이제까지와는 달리 단호한 대응 조치를 취해야 한다. 그것이 이재명 대통령이 어제 차세대 이지스함 진수식에서 강조한 자주국방이 곧 주권이라는 정부 기조에 부합하는 것이며, 무엇보다 대한민국의 영토 주권을 스스로 지키는 일이다.
