Norway courts Korea on AI, security as rules-based order frays
규칙 기반 국제 질서 흔들리자…노르웨이, 韓에 AI·안보 협력 손짓
Norway wants closer cooperation with Korea on AI and security as major powers, including the United States, turn away from the international rules both countries rely on, the Scandinavian nation’s vice foreign minister said.

“We’re seeing some very prominent countries attaching less importance to these institutions and to the law than in the past,” Norwegian Vice Foreign Minister Andreas Motzfeldt Kravik said in an interview with the Korea JoongAng Daily at the Norwegian Embassy on Wednesday. “It’s clear that the United States is one of those countries.”

안드레아스 모츠펠트 크라빅 노르웨이 외교차관은 14일 주한노르웨이대사관에서 진행된 코리아중앙데일리와의 인터뷰에서 "영향력 있는 일부 국가들이 과거에 비해 국제 기구와 법을 경시하는 경향이 관찰된다"며 "미국 역시 그러한 국가 중 하나임이 분명하다"고 지적했다.
He added that Russia’s war in Ukraine is a “blatant violation” of international law. “They’re not even pretending to be operating in compliance with the international law,” he said.

아울러 러시아의 우크라이나 침공에 대해서는 국제법에 대한 "노골적인 위반"이라고 덧붙였다. 크라빅 차관은 "이들은 국제법을 준수하는 시늉조차 하지 않고 있다"고 비판했다.
Defense cooperation has grown quickly. In January, Norway signed a contract worth about $922 million for 16 Chunmoo multiple rocket launchers from Korea’s Hanwha Aerospace, following earlier purchases of K9 self-propelled howitzers.

양국 간 방산 협력도 잰걸음을 하고 있다. 노르웨이는 앞서 K9 자주포를 도입한 데 이어, 지난 1월 한화에어로스페이스와 9억2200만 달러(약 1조 2600억 원) 규모의 천무 다연장로켓 16문 구매 계약을 체결한 바 있다.
“It’s a strategic decision for us to partner with South Korea in this domain,” Kravik said, pointing to the cost, effectiveness and reliability of Korean defense systems. “So all in all, it’s very logical for us to purchase these types of systems from South Korea.”

The two countries have also competed. In July, Canada picked a German-Norwegian consortium over Korea’s Hanwha Ocean as the preferred bidder for its next-generation submarine program.

물론 두 국가가 늘 협력만 하는 것은 아니다. 때론 선의의 경쟁을 펼치기도 한다. 지난 7월 캐나다의 차세대 잠수함 사업에서 한국의 한화오션 대신 독일·노르웨이 컨소시엄이 우선협상대상자로 선정된 것이 대표적이다.
Kravik said such rivalry “is fine between friends and partners and allies,” adding that “through that competition, you develop better systems.”

AI was a main focus of his short trip to Korea. Kravik visited the Korea AI Safety Institute and attended a dinner reception hosted by the Norwegian Embassy on Wednesday evening that brought together AI experts, researchers, policymakers and industry leaders.

In April, the embassies of Norway, Denmark, Finland and Sweden co-hosted the Nordic+Korea Innovation Days 2026 in Seoul, themed on human-AI collaboration.

Kravik described Korea as a country committed to “democracy, rule of law, international law, multilateralism” that is also “a cutting-edge actor” in new industries such as AI.
